Robert Hooke in England in the 1600s first used the term "cells."

About that time there were several people who were making primitive microscopes and observing whatever kinds of stuff they could get to fit under the microscope. Hooke read some of the descriptions of these microscopes and built his own, but because he was a much more careful designer and builder, his microscopes were much better than the other guys, and Hooke was very obsessive. He really carefully described and thought about what he was seeing.

When he checked out some different materials, especially some slices from a cork, he saw that the substance was divided into small spaces which he called cells. Eventually everybody realized that almost all living things operate by forming cells.
