The static is probably caused by the weather changes. Don't worry about it, he can't be hurt by these tiny shocks. He might not like them, but they aren't harmful.
This link has information on how to get rid of static. Hope it helps.

use a humidifier in the house and the shocks will stop.
Or you can spray a very small amount of like a detangler spray for humans on your hands and run them over the cat. That takes care of the problem. Some people use a bounce dryer sheet. Rub it over the cat a couple of times and you are good to go for a few days.
Try not to use to often as the cat could get sick from licking over the dryer sheets most don't but I know one that barfed from it.

You need to add some humidity to your air. Try filling a pot up with water and boiling it for several hours. The moisture will cut down the static. My cats spark me when I pet them too. The static is painful to pets and to us humans.

Touch a piece of iron first to discharge the static. Or get mats that discharge the static. You should be ale to pick them up at a computer shop . . . their materials are static sensitive as well.

you will need to see the vet about his fur, maybe ask if it is possible to cut it back abit, i had a persian cat and i used to cut his fur back sum because he would get tiny shocks and runaway. to the point where he would not like it when i gave him a pat, he would look at me as if i was goin to hurt him. But when i cut back the long parts he was ok. But it is best to ask at your vet.
