I say it was scripted. If they would script him going off the cage onto the announce table, why wouldn't they script a fall into the ring? I know, the chair was on the cell and hit him, but we all know that a chair hit won't phase Mick Foley.
If it were truly an accident, I think that there would have been some panicking on the part of the announce crew or medical attendants present. The match was obviously scripted to end inside the ring, where Mick had his thumbtacks stored, falling through the cage was just the mechanism to take the fight back to the ring.

I'm watching the match on youtube right now and after the drop through the cell, JR says "He's broken in half!" and King says "Good God, he's dead!".
I think if there were legit concerns about his safety they wouldn't say stuff like that .

I know taker and Foley are on record saying that it wasn't supposed to happen, but it just seems to be part of the plan to me. Why couldn't Taker have waited up top like he did the first time to give Foley time to recover? And why wouldn't the announce team be genuinely concerned if the drop wasn't supposed to happen. I THINK IT WAS BOTCHED BECAUSE WHEN TAKER THROUGH FOLEY OVER HE WENT CRASHING INTO THE ANNOUNCE TABLE , AND PARAMEDICS CAME AND REFS CAME AND HAD TO CANCEL THE MATCH!
LATER FOLEY CAME BACK FOR MORE AND GOT HIS *** WHOPED MORE!

The first bump with Taker throwing Foley off the Hell in a cell and through an announce table was a work. The second when Taker chokeslamed Foley and part of the roof gave was a shoot(botched). Foley said this in his first book: Have A Nice Day. Terry Funk attacking the Undertaker was a way to cover it up and help Foley recover.

This was all real because if you get Mick Foleys book.. in which I have. Mick says that he and the undertaker were very concerned for this match for along time but Mick Foley said that he wanted the pain and so thats what they did. BUT the part where Mick Foley fell through the cage was NOT supposed to happen, The cage was not planed to break through so that part was NOT fake. Personally I think they shouldve ended the match after the Brutal fall. Just my opinon but you gotta give it to Mick for taken in all that pain.

Him going through the table was scripted but the cage was an accident. They were hoping to break but when it happened Undertaker was surprised

Foley has never really said if it was botched or scripted. In his second book he said that bump was one of the only times in his career he was knocked out.
