No-one. Everton were relegated in 1930, and Arsenal were relegated ( as Woolwich Arsenal ) in 1913 ...and in fact never won promtion either as they "bought" their way back up after finishing fifth in the old second division in1919.

Everybody has been relegated at least once.
However, if you're talking about the Premiership (started in 92) then there are a few teams that have been there since the Premiership started. They are:
Arsenal
Aston Villa
Chelsea
Everton
Liverpool
Man U
Tottenham
Saints were too before they were relegated.

Arsenal were promoted to the genuine branch round 1919 and characteristic been there ever because. Everton were relegated some cases yet no longer because they were promoted in 1954. guy U were relegated contained in the early to mid 70's for decades, in part using a Denis regulation objective for guy city. Liverpool were very last promoted contained in the early 60's i imagine.
