to power up processor with the very minimum amount of drivers so you can troubleshoot or change some settings that cannot be changed while running in normal or after additions of additional hardware that locks up your computer . Sometimes safe mode has to be used to remove some viruses as well.

Safe mode is a diagnostic mode used by certain computer operating systems, including Microsoft Windows and Mac OS X, as well as other complex electronic devices. While an operating system is in safe mode, it will have reduced functionality, but it is easier to isolate problems because many non-core components are disabled. An installation that will only boot into its safe mode typically has a major problem, such as disk corruption or the installation of poorly configured software that prevents the operating system from successfully booting into its normal operating mode.

Safe mode typically provides access to utility and diagnostic programs so a user can troubleshoot what is preventing the operating system from working normally. Safe mode is intended for maintenance, not functionality, and provides minimal access to features which often frustrates users who are only aware that their computer "isn't working right".

to have access to files or to run programs that you can't other wise can't access because there is a problem during boot up in normal mode. Safe mode will end processes on some programs from running this helps you to get in this mode. You'll notice why the display always looks funny when your in safe mode. It is basically running on the minimum number of programs that it needs to run on.

Safe Mode is a basic startup mode without a number of programs started.
The idea is you are being slammed by one or more programs, and Safe Mode gives you a startup where you can try to fix the issue.

Give you a way of fixing newer hardware/software installations that have caused your computer to not start. You can uninstall the errant software or hardware in safe mode. It is also used to reset user passwords that have been forgotten. It can also sometimes be used to get rid of adware and spyware, because it loads a minimum hardware and software set, enough to start windows.
