Make it the same way you would make any other curtain. eg:fold over the end and sew to make a place for the rod or wire.But being mesh you may have to hand sew it,or you could use silver safety pins to pin it instead of sewing if it looks right( same stlye) that is?? Or use the same principal with little flowers and us the stems to hold the fold in place.
You could also depending on the amount of material you have just fold it over the rod so that it hangs evenly on each side.Eg twice the length of material.Its very hard without knowing what the material looks like and what style you are looking for!

Use a spring loaded shower curtain rod to hang the curtain.
Go to any craft store.. even Wal-mart (I like hobby lobby) and get your fabric. They make some pretty cool material that looks like sequins. Tell them what it's for and they will help you with how much you need.
To make the curtain it could be as simple as fold over the top and staple it leaving room for the rod to go through. Or you could sew it...
