This would depend upon the fire and the size of the ice cubes.

For example, outside on a very cold day or in a walk-in freezer, you could put out a match with an ice cube with little or no melting very easily.

I am sure that a dump truck full of ice cubes would extinguish a candle flame.

For a larger size fire, consider a campfire in the center of an igloo. If the igloo had no window or smoke openings, by icing over the door opening the fire would consume all of the oxygen in the air and go out.

Powdered ice would work perfectly, as it would stop the oxygen that fuels the fire. Ice in cube form would work almost as well in a large quantity because the oxygen supply would be restricted enough even though there are gaps between the cubes. Of course if the cubes are gigantic this would not work.

Are you serious? Fire melts ice cubes. Water puts out fire.
