1800 are toll free hotlines, 1900 are not.. cos they are lines usually bought by companies for a specific purpose, like those for charity, mobile ringtones etc. hence charges stated by those companies would be applied and sometimes the line provider (eg Singtel) may even charge a further 20 or 30 cents for each call..

Any telephone number starting with 1800, means it is a TOLL-FREE number and you DO NOT need to pay extra for the call and normally it is for local calling only. But the call is still charged locally per minute as normal rates.

As for telephone number starting with 1900, it means the call is usually charged additionally per minute and per call. Apart from that, the call is also charged locally as normal rates. This is NOT a toll-free number and is also used locally within the country itself.

1800 numbers are toll free, while you have to pay more than the cost for a usual call when you dial 1900 lines, since the party you dial derives revenue from the charges.
