I just tried it myself, a question I asked hasn't shown up and it's been about 20 minutes!
I went to My Q&A , clicked on My Questions,
clicked on the question I wanted to make a link to,
clicked the address near the top of the browser,
right clicked it ,
clicked Copy,
then asked another question,
right clicked again,
then clicked Paste to put the link in.
