IT SEEMS TO BE SOME KIND OF SCREEN SAVER ADVERTISEMENT THAT I CANNOT UNINSTALL FROM THE CONTROL PANEL, IT TAKES UP THE WHOLE PAGE AND i CANT ENTER AN WWW ADDRESS BECAUSE THERE IS NO SPACE FOR IT.

Its a browser hijack.
Switch off System Restore as back up files may be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
You need all these anti spyware programs;
http://www.ewido.net - AVG(Ewido) anti trojan.
http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.

i am suprised the other answers did not get this problem ,what you have is a classic case of a browser hijack
this is were your home page is unlawfully taken over and locked out by a spyware program,allthough these are quite bad they are fairly basic to fix
your first job is to go to control panel>add remove and remove any programs with the name "freeze.com"or anything else that you never installed or shouldnt be there
some of these programs will warn you that you cant uninstall them,ignore this and just go ahead and remove them
once you have done this you need to somehow download spybot 1.4 from http://www.safer-networking.org/en/download/index.html,and install this and before you scan your p.c,make sure you update it and imunize your computer,this can be done during set up
once you have done this,you need to scan for problems,this takes around 5 minutes,then once this has finished you should then fix selected problems
sometimes you will need to re-boot your p.c to fix some problems,if so do this
once you have fixed all problems then go back to internet options and reset your home page,this should be possible now as the offending spyware has been removed
spybot will stop this kind of problem occuring in the future by blocking bad addresses in internet explorer
