The water coming out of the toilet was clear water. It was not sewer.

You need to get your pumbing checked. THere is a drainage problem. If you have a septic tank your leach field may be obstructed. If on city sewer, have your lines checked for obstructions like tree roots and YES sanitary napkins etc

you need to install a backwater valve on your sewer. I'm guessing that you may have a combination sewer which means that your storm water and sewer water drain to the same place. A backwater valve connects under the floor (unfortunately for you) and prevents water from flowing back into your house, it only allows water to flow one way basically. It doesn't sound like a clog to me but it may be worth checking into.

Any plumbing that is below grade in new construction is required to have a backwater valve installed per code.

My backyard does each now and then after heavy rain. we are in a more suitable recent progression and the grading is terrible. We placed sod contained in the exterior and that has helped lots. We actually have a sump pump in our basement...THANK GOD! We had truly some rain right this moment and that has been operating all day. i'm petrified of what my basement may look like if we did not.

Sounds like your storm drainage and sewer are in same pipes, causing storm water to back up into your basement. Call your sewer provider and let them know what happened.

If you are on a septic, you have a problem and call plumber.

sounds like you need a new wax ring. it's letting water out of the bowl seep around the drain pipe and into your basement.
