A wants to sell her computer system for $1700. B ask whether can A store the computer system in A's house for 10 days as B's house is currently renovating.

Is this consider as a Mere Inquiry or Counter-Offer?

It's merely an inquiry. To be a counter-offer, B would have to propose that arrangement, saying "I will buy if you will store."

In addition, if A cannot store, B is still empowered to agree to the terms that were offered. A counter-offer is a rejection of the original offer.

a "mere" inquiry. for all i know B thru Z don't even want your computer. my recommendation is for B to store a prospective computer at mike dells warehouse.
