Buy? Why buy when you can get it for FREE! Yes, FREE of charge at no cost to our pocket.
I noticed many answers also refers you to the Police or Neighbourhood Police Centres (NPC). Some are uncertain but to a certain degree, they are right.
But what I will recommend is that you go over to the NPC and ask them for one. It is called a 'Shrill Alarm'. The Police would sure to have some at hand and will give it to you provided they have stock (Note : this is a popular freebie item).

I think you can buy a personal siren at any police station. Because I recalled government did mention many years back that women can purchase them at the police stations.
Alternatively, you can visit this website at http://www.acsimsg.com/Action.html for more details. My mum used to buy one for me from them when I was still a kid.
Normally these personal alarm gadget is used mainly for Anti-Theft, Anti-Molest & for Search and Rescue purposes.
Especially useful for travellers, hikers, joggers, un-accompanied ladies, disabled, elderly, body guard, night-shift workers etc.
