No, as the Church would not condone killing within its precincts.
Outlaws and others were able to take Sanctuary in Churches and indeed Churches have the obligation to protect those that ask for it and to protect those within their walls.
The anti welsh laws the others refer to in their answers were common following the Conquest of Wales of Edward 1, and were aimed to protect the new towns and castles that he established in North Wales. I guess that they may have also applied to the Welsh Marches but would have seen very high rates of killing as a lot of the local population especially were Welsh and continue to be. Why Canterbury Cathedral would need such a statute is beyond me - not being near the Welsh Borders a rampaging band would have had a long way to go !Also remember that many of the infantry of these armies were recruited from parts of Wales.

I've heard of the Chester law, where you can kill a welshman with a long bow - though I somehow doubt it's still legal today.

It is possible but highly unlikely. The only case I know of someone being killed inside a church was at Westminster Abby.
