In a way, but it also goes FANTASTIC with pale skin, personally! Instead of trying to hide pale skin, it helps to play off the colour and is amazing! It is fun and very good for pale skin, actually. It accentuates the pale skin and is very playful, take a look at these links for some of Anne Hathaway (who is very pale), she loves wearing red!

So, I hope that the pics are able to help you see how red is very great for pale skins... and is almost making a bold statement! Of course, if your not bold enough to try a bright red dress, you can always go with a feminie red top, or even just red shoes. But do give red a try! Black is probably the only colour that makes pale skin paler, but if you wear it rigt than its a good contrast!!

If you're talking about makeup, then it depends on where exactly you' re putting it. bright red lipstick does not support skin in terms of colour, whether pale or not.
anyway, you cannot put on makeup without a foundation cream that supports your skin.
I'd say you can put bright red only if there's a foundation cream put on the skin in advance, otherwise; it'll make your skin paler. I think this goes with any colour not only bright red.
as for dresses, i think bright red takes away the paleness of skin. i think you should look for more soft colours, like: light blue, or even turquoise... see what's best for you.

red gloss or lipstick works on pale skin its very classy but dressing in red might be a bit too much, if your pale and dont fancie any fake tan or anything black and green will look lush xx
