Since when did medical technology like genetic engineering and cures for cancer and brain disease hurt more than they heal?
Sure, when you invent a flashy new gun that can kill people faster than the previous generation of firearms you'll probably kill more people than you'll save with it, but the wonders of technology have done us mostly good, look at life a few centuries ago and compare it to today, hell, something as basic as hygiene wasn't present and half of Europe died.
And no, even though we are conditioned to being surrounded by technology, it doesn't control us, we utilitise it.

Hard to answer your question, as the numbers are way off.. In 2005, it was announced that China's military budget will rise 12.6 percent, to 247.7 billion yuan ($29.9 billion). China has announced double-digit increases in military spending nearly every year for more than a decade.
The only place where I found a 7billion figure for China was on 911 conspiracy sites.. also, what does military budgets have to do with the original question? IMHO, we control tech, and the ignorant allow it to control them.

In America the republicans won't allow us to further our medicinal qualities unless there is a profit to be made or because they think stem cell research is immoral.
Technology, if used correctly, could be the source of utopia on this planet. Instead people continue to fight over petty issues and religion.

It depends on your lifestyle.
If you need specialized treatment and can afford it, you rule it.
On the other hand, if you can't afford it or work very long and hard to save the money to have it, it rules you.
Yes, as one said earlier, it is all about money generated by, for and, yes, even against it.
