You could try a shoe mending shop like timpson. They will likely have leather cleaning solutions for shoes and would be able to advise.
It really depends on what sort of leather it is,what you can use safely.

Firstly, you should identify what time of make-up it is. Leather jackets are not to be washed in the washing machine. If it is pure leather, try rubbing it with cold water - NOT hot water. Otherwise, ask for some help at a local chemical shop.

Try a cotton bud dipped in face cleanser or makeup remover. If you're worried about marking the jacket try dabbing a bit on the inside somewhere where it wont show. There are cleaners available that might work.

Best thing to try is some baby lotion on cotton wook - i clean my whole suite with this and my shoes and my handbags etc - the leather absorbs the lotion and it softens it whilst taking the dirt away - good luck

Look, skin is leather, right? And make-up goes onto skin ... use some kind of cold cream to get it off, if this doesn't damage skin, then it's not likely to damage leather, right?
If this doesn't get it off, then it's not make-up on your jacket.
