Make hay when the sunshines, means that you should take advantage of an opportunity when it presents itself. I don't know what 'wailing' means. This term dates back to the 1920s and was part of a popular song. Best wishes

hey is a result of very dry straw, so you need to bail and store it while the sun is shining. NO moisture. But you could bail at night also.

So it means work when the time is right and get it all done.

yes. the sunshine will dry out the grass...prefect time to make hay. AND it's difficult to do at night. :)

it's a warning not to procrastinate... making hay while the sun shines today because you don't know what tomorrow will bring... if it rains then you will have to wait for it to dry to finish your task

You can't make hay when it's raining (too wet), so it basically means make the best of good times.
