How come some movies first appear on theater and after that on tv? Who decides what movies are "great" enough to be on cinema? I never understood that. The director can decide this?

I'd say there were 3 categories:

1. Theatrical releases. Movies that are produced with the intention of being shown in theaters.

2. Straight-to-video. Movies that were are never meant to go into theaters, but instead go directly to DVD. Sometimes straight-to-video releases come from the first category because the producers could not find a distributor.

3. Television movies. Movies that are commissioned by a TV network or cable channel.

Producers, movie studios, distributors and network programmers make these decisions.

they are made for theater or made for tv after a while a broadcasting company buys the rights to show the movie on tv

there is actually an association that regulates when movies get to t.v but, mainly its the owners of the movie theaters who decide what is shown on their screens
