Presume you have XP.
Start/Control Panel/Network connections
1.Your tcp/ip settings may not be correct.
Click your Lan connection.
Click Repair option.
See the messages. if all ok
2. Open IE type 192.168.1.1
When the page opens admin
Password can be admin or password
Gateway 192.168.1.1
IP address between 192.168.1.2 to 254 any
D.N.S servers ???? ?????
Click WAN check all and click remove.
wan setting PPP connection type PPPoE
add VP1 as 0 or 1 vci to 32 or 35
enscap as LLC/snap bridging Next
in PP user name and password
PPPoe servicename etsalat
Authentication Auto.
Click Save/reboot wait for at least 5 mnts.
This is the usual procedure and there could
be some changes. I have given all above as a guide.

If you cannot open 192.1681.1.1 and access the modem to program it you cannot get connected to Internet.

The generic answer to this question is to unplug the modem for a period of time (I've heard 30-45 seconds), and retry.

I would try replacing the wires you are using if that doesn't work.

Otherwise, I would just call the ISP (Internet Service Provider). That is what they get paid to for.

Your firewall may have locked your system up. Check that first. Then after you do that call you ISP and ask them to help you get a new ISP or check to see if yours got fowled up somehow. They should be able to get you back up.
