heard that the court house would not issue until fine taken care of. Does anyone have an answer without being smart

In the United States? You can get a marriage license if you are a mass murderer. You can get a marriage license if you are still in prison! Whats a traffic violation compared to that? I don't think there is any state in the U.S. that has that rule but I could be wrong.

If they do it is a local bylaw at most, find out for sure first and if they won't issue it, just get married in a different county.

traffic fine has no connection whatsoever with obtaining a license to get married...

yeah they'll issue you a "learners marriage license" until you pay.
