It sounds like an issue with the hard drive. Probably incorrect installation. Recheck your original work. Do you have access to an known good IDE hard drive with an operating system already installed? If so, trying installing that. You should be able to in to the "Safe Mode" (configured for just the bare essential peripherals). After you boot up from the tester hard drive, troubleshot your memory and mother board using "scandisk".

Check your memory, make sure theyre in your motherboard right. Ive heard long beeps on systems and it was the memory was in wrong or not all the way in at all.

When you remove cables from devices without first removing them from device manager list in control panel, system icon you may run into configuration problems. I suggest you return everything back the way it was and try to boot again. Then without removing any cables attach the new hd to the hd cable.

Change the jumper on the back of the Hard Drive to Primary position. Also make sure you didn't fry the memory. That will cause the alarm you are getting too. Also make sure you didn't bend any pins on the back of the New Hard drive and that is plugged in properly on both ends.

You need to check if you have properly connected the power and data cables to the hard disk. Reconnect the cables following the procedure in this article: http://www.pcguide.com/proc/config/hdd-c.html
