I thinks peguins hold the record, some species can stay under for 20 minutes at a time. I know Loons can stay under for 1 minute which does not even come close to peguins.

Are you asking is there a bird that says underwater longer than a penguin? Or are there birds other than penguins that can stay underwater for long periods of time?

There are many diving birds. For example, the Cormerant can dive down up to 120ft. And the Murre can dive up to 150ft.
