Since the definition of racism is the belief that one race is superior to another, then your answer is no.
The depiction of the crows was a characature of the era - there were no blacks in mainstream movie entertainment in 1941. The voice of the main crow (this character was named Jim Crow - it's possible Disney was protesting "Jim Crow laws" in the South with this name) was Cliff Edwards, the voice of Jiminy Cricket. Altho Walt Disney had an intense dislike of the SAG and labor unions, I have not read anything that indicated he had any racist viewpoints.
By today's standards, as many have pointed out, this would be considered highly insensitive - but that was not your question. The depiction of the crows was akin to many of the black entertaining groups of the time that performed live with speakeasy bands. This was an "over the top" sort of character such as was portrayed by Jack Benny's "Rochester Van Jones (Eddie Anderson)" or Benjamin "Scatman" Crothers.

The crows themselves were not racist, but they were portrayed as black guys in a racist fashion. But then you gotta keep in mind that al black people were portrayed in a racist fashion in cartoons up untill about the late 70's

it's unfair to judge attitudes from the past by today's sensativity..at the time, portraying blacks in that fashion was not considered racist..nor were showing italian s as organ grinders or indians as savages or orientals as buck-toothed idiots, irish as cops, etc....nowadays we are all far too ready to cry racist when somebody attempts to have a little fun...i really wish everybody would relax

nope they were just laid back, and high they were so high think about it you had that one who was smoking the whole tim ehtey were on the screen. i have never seen a racist crow, unless you count edward furlong in crow four (ha ha just joking)
