I hate to say it but, in the water you get tanned more easily when exposed to sun. This is because some of the sun's rays are refracted back into the water. Imagine it as ALMOST like the greenhouse effect, some heat escapes the atmosphere whilst some gets refracted back. Light and heat waves are different but it is just to illustrate my point.
The best times differ from country to country and season to season. Hence:
-swim when there is no sun
-indoor swimming pool
-late evening (i choose this one randomly because both are about as good as the other and swimming in the evening just helps me unwind personally)

I'd go with in the evening right after the sun sets (or as it's setting). Most outdoor pools aren't open early enough for you to completely avoid the sun. When my team did our winter training in Florida, I found that even though part of the pool was shaded or the sun hadn't come up until the tail end of our morning practice I got more sun during that time than I did when we practiced 4-6 as the sun was going down.

If you swim early enough there is no sun yet. The water will be cold.
Late eve mean there is no sun ethier the water should be warm from the day
i preferr early morning just after sun raise as it not too hot
