As per UAE law, I wanna know the methods for Visa transfer, like who will pay the transfer fees and so on..
My former employer granted me NOC with Transferable Visa, who will borne the charges for Transfer? and what are the Steps involve in my visa transfer?

As per UAE Labor law, your current (new) employer has to pay all the fees pertaining to transferring sponsorship.

Since you got the formal letter signed by your former employer, you should get the signature from both parties (current and former employers) on the relevant application form. Once you got the signatures, your company PRO can submit the transfer application to the Ministry of Labor for the approval. He (PRO) has to produce your original passport and labor card at the time of submission. If you are making inter-emirate transfer, then you need to get the prior approval from the Labor office located to your current sponsor's area.

I hope the above will clear your doubts. Remember, you should take all your end of service benefits from your former employer before starting the transfer procedures. You have no rights to claim, once all the formalities have been done.

It actually depends on the understanding of the employee and the employer. By Law I think the expences should be levied by the new company.

The problem in this country is that there are no set standards and they keep changing according to their convinience. So if you want to know what is by law it would be easier if you can talk to a PRO which may be from your existing company or the company you are moving to or even some third party who is even not remotely related to the scenario.

Personally I would prefer third option because every other party in this wants to save some bucks.
