everyone keeps their family close, so that's a "given". Keep your enemies closer means that by keeping them close, you know them and what they are doing far better than if you stay far away and detached. In this way you can protect yourself against their attacks more easily.

its like.....you keep your friends and family close cause you trust them. BUT you keep your enemies "closer" as a false sense of trust, so that you can basically undermine them in anything that they might do against you. Or it lets them know that they can't get to you, what they do bothers you but you are the bigger person so you don't show them that it bothers you.
