DON'T BUY A USED LAPTOP! Sunday paper adds look at Compusa, Circuit City, Best Buy, Staples, Office Depot and Office Max. One or more of these stores will have a laptop for under $700.00 with rebates.

If you want a computer for under 700, you can get one from Dell. They have basic packages for around 500 dollars. Try going to their site to see what they have to offer. I got a basic computer with the upgrade for 550. My total came to 900, but I added a printer too.

I know that my dad bought a toshiba for 540 dollars.....
But last summer, my friends and i thought of constructing a laptop out of total 200 dollars (geeks) and it was worth it, and our recent discovery was that of after install vista, found some errors in the scripts and designed our own OS. And we won a mathematics contest!
But since you wonder about where. E-bay sometimes have untrusting customers and plus sometimes their products comes to your house in pieces.
I always use e-bay and other sites online for parts that i need for some crazy project my friends and i are working on.
Hope that helps!
