Sorry, it is. I learned the hard way. It is also illegal to do "trays". You know, where you steal twp plastic McDonald's trays, back up over them, and drift around the lot with them sending hot plastic and sparks everywhere-yes, also illegal. but if you are a cop, and sitting in a parking lot, just eating doughnuts, that's legal. I don't get it.

No. In fact it's good for your tires. I would go out tomorrow and do some doughnuts in the DMV parking lot.

If it's private property, and you don't have the authorization of the company/person that owns the property (or it's not yours), that can be considered trespassing.
Public property, you could be cited with disturbing the peace (if you are) or operating a motor vehicle dangerously.
So, basically, if you're on private property, and the owner has no problem with you doing doughnuts, go ahead and do them. I wouldn't advise doing it on public property though.

YEAH 99 percent of parking lot owners (usually businesses) have a NO soliciting and loitering policy.

Depends on the parking lot. If it's private property, they have no jurisdiction.
