My daughter set up an organization for victims of head injury's. She worked with Associated Governments in our town.
It is a Federal Government agency. One of the things they are involved with is call Active Re-Entry. It is a program for those that are physically and mentally handi-cap.
They worked with her, providing a place to meet and also helped get the word out.
Try them and also connect with the School Board and Mental Health.
Also Human Services and possibly Public Health. They may be able to refer you to resources that are available.
I think what you are doing is a very good thing. You must be a caring person.
