It's called Bedroom Eyes. Sort of like a dumbstruck, "twitterpaited" sort of look. He likes you, but if he isn't making any other moves, he's hesitating, he's undecided about getting any further involved.

If you are not ready for that in you relationship just giggle and say something like, "don't look at me like that". . . .and if you are ready then give him the biggest kiss you can conjure up while rubbing the back of his neck and playing with his hair. That should take care of it

Don't be scared that look just means that he LOVES you and can't stop looking at you because he can't believe that he was that lucky to get you to be with him and that if he looks away you might disappear because it was all a figment of his imagination!!!;)
