2005 yamaha yzf-r1 street bike, my thaughts; i put 30 wt oil in it prior to the shut down also now it reads too full(oil) also when i say partial shut down i mean the digital speedometer,timer,oil water and gas lights all quit working but the horn wrks as well as the outside lights on the front

I dont quite understand what youre asking but I'll give it a shot as I have an 04. The 30 wt oil shouldnt affect the eletrical system, although I wouldnt have put straight 30wt in mine. Your battery may be real low, enough that it wont spin the starter motor but will allow the horn, and those little bitty lights in the corners to work. I believe if there is an electrical gremlin that the r1's tach will bounce around once the bike is fired. Oh yeah drain the oil so it isnt over filled.

Most of the time when a bug comes up at the same time that work has been done it is related, in the sense that when the oil was changed a plug or wire may have been partially unplugged. Check your wires and connections that are in the same area where you have to go to change oil / filter etc.
Don't leave to much oil in the engine, not good.
If you put a single wt oil it could be normal for the starter to have to work harder. A multi grade oil like 10W 30 gives better performance cold as if the oil was a 10 wt.
Does the starter also run slower when the engine is warmed up?

All of your electrical problems are with the gauge cluster. Check it's connector for tightness, ware, corrosion, water. Then check that the ground on the wire harness side is making a good connection to ground. Gauge clusters have been know to fail. It may need replacing.
