Global attributes to globe or earth only while universal attributes to the whole universe. Thus global means whatever happens in the earth. Like global economy, but it cannot be universal conomy as economy concerned with human community & till now no human or similar community is discovered in other planet. But laws of physics & chemistry which are applicable to everywhere, not limiting to our planet only, are universal. Thus Newton's laws of motions are universal laws.

in some senses, yes. computer programming would be a good example. when speaking of 'global warming', however, 'global' only refers to the earth. (the 'globe')
universal is more what you want to use there

I would think that "global" refers only to the earth, while "universal" is much more vast.

no they aren't.
global refers to a anything around the earth "only".
whereas,
universe refers to the sun, stars, moon, n all the heavenly objects including earth.
