It would depend on how well you know her and how close the two of you are. If she knows you really well and you are close then it would be sweet...otherwise it is kinda forward and possibly creepy.

No. It would be great if you were already dating, but it is too intimate if you aren't already involved. If you aren't sure what her answer would be, you would be better off just being straight forward. Save the romantic stuff for when you are sure that's what she wants from you.
