In NY, the top programs in order of ranking by the National Research Council are:
Columbia, NYU, SUNY Stony Brook, SUNY Albany, SUNY Binghamton, Cornell, CUNY, Syracuse, and SUNY Buffalo.
However, when looking at doctoral programs, it is all about "fit." Find the faculty that have specializations in your particular field of interest. Pay special attention to methodology, since that's critical in the field of sociology.
Also look at other aspects of each program that may be of interest to you. For example, the Syracuse program allows students to work toward joint degrees from other areas within the noted Maxwell School. So if you're interested in public policy, for example, the Syracuse program would warrant a closer look.

well i would have to say for sociology, if you really wanna know what you are doing you should see if there is one in washing ton DC
