It doesn't help that you didn't tell us what led you to an F-, but here's what might help:

1) Homework- Yes it's a pain in the -bleep- but it does give you practice for tests & quizes. Also, most math classes count homework towards the bulk of your grade. Get this done.
2) Support- Ask your teacher for help in topics you don't get. It's usually best to ask your teacher, since your teacher's the one giving you your test. If you can't ask your teacher, you always have your parents, your classmates, your friends, your siblings (if you have any), or a tutor (if you're willing to pay for one).
3) Test skills- If you've got the rest down, your grade should rise to at least a C- depending on how bad a F- you have... But the only other things I think will affect your grade are tests and quizzes. Just don't rush yourself, and check your answers. Doesn't sounds like it makes sense? Don't go so fast you make silly mistakes, but check your answers in case you do. Simple as that.

Good luck, man.

This should work, no matter what class you're in. Get a tutor. If you can't afford one, make friends and/or study with a student in your class that is getting As in math. Or you can bribe that student to help you in math.
