He had to bargain with Steven Saunders (the mastermind behind the virus) by threatening to put his only daughter inside the hotel that was infected with the virus. Saunders knew all of the codes to the containers by heart (they were not written down anywhere) so they were able to track the couriers who were working with Saunders to deliver the virus.
