This is not a compliment as one poster suggests. This is a way to call someone lazy, or to say that they don't manage their time well, or to say that they procrastinate.

Sharpening an axe takes a few minutes and is a relatively easy job. It takes some skill, but no physical labor. The sharpening is not part of the real task.
