Yes ... everything must have some limitts.. We call it Control.
There is Volume Control to keep the level pleasing and not damaging the ear drums. It comes under "Sound Pollution" and they must be fined and punished. Ofcourse there are some functions of private celebrations... and there too it should be in mind of those who arrange .. to keep the volume pleasing...But
Religious Holidays need not be banned as it will lead to some other problem.

There is already a ban on using the horn type speakers in most of the states in India. There is also time restriction for using the loud speakers in open area imposed by the Supreme Court of India. If you approach the law enforcing agencies, they may be able to control them? Of course, how many of us have courage to face our neighbourhood on such occasions except posting our views on the net like this?

As an atheist, I savour the attractive lights and decorations---in the event that they're carried out tastefully, and not too garish, or religiously-orientated. I additionally savour present-giving and receiving---as a token of love/comprehend. I particularly have each and every good to savour a seasonal occasion as all of us else. I do exactly not renowned the relationship to the fairy thoughts of religion.

Don't you get the impression that if they used better quality speakers, rather than tinny sounding public-address speakers (Metal Horns) that it would almost have to be an improvement?

Those old horn speakers could make the most beautiful of music sound unbearable.

You have my sympathies.
