I'm thinking you have to cut them or use the entire thing. If they were rub ons, it would say it was a rub on.

No, they do not rub on. You can cut the different ones out and use them or use the whole sheet if you like. Be careful with adhesive because it does show through. Try adding them with eyelets or just a small amount of adhesive. You can also add something above the piece you use to mask the adhesive.

They are not rub ons. You can apply sections of the quotes in your scrapbooking by running the entire sheet through your Xyron machine to apply adhesive to the back. Cut out the quote you want to use, peal it off the adhesive sheet and apply.

Rub ons usually come with a stick/applicator. You can punch a hole or two and use ribbon to attach it.
