Remember, someone flushed the teenage mutant turtles down the toilet and they became radioactive. I don't know what this has to do with anything. As far as I know baby tortoises are legal in New York. My girlfriend has one, that's her housepet.

yes, if your looking to buy one make sure you find a place that breeds them in captivity
