It means friendly, easy to get along with, congenial, much more than it means attractive; but one who is personable is attractive in the sense that she or he is the type you want to meet, to talk with, etc.

Him saying you are personable in this situation would most likely refer to you having a good personality and being easy to talk to. Being personable makes it easy to talk to you, and I am going to assume you are funny, outgoing, non-judgmental and so on. Basically being a nice, fun person to talk to; definitely a complement. He is talking about most girls not being very personable because they probably spend a lot of time talking via web; text, Facebook, twitter and so on, which decreases their people skills face to face.

It means friendly and outgoing...easy to talk to. I don't think it has anything to do with being attractive.
