You don't have to have sex to have a baby. You can have in-vitro-fertilization or you can adopt. Normally people have sex to have a baby because it's a heck of a lot cheaper and it can be fun. I hope this sorts things out for you!

No, you can get pregnant anytime his reproductive fluid comes in contact with your vagina. If it were on your hands or such, or even if you sit naked in the puddle (but why would you do that!) Any time there is an exchange of fluid, wether actual sex occured or not, you run the risk of pregnancy.
