To avoid possible headaches from interference, I suggest you uninstall in Safe Mode:
Turn your PC on or Restart. As soon as you see the black and white screen, press and hold the F8 key. Continue holding until you see a black and white menu. Safe Mode is F3 or F5.
Uninstall IE7
1. Click Start, and then click Control Panel.
2. Click Add or Remove Programs.
3. Scroll down to Windows Internet Explorer 7, click it, and then click Change/Remove.
If for some reason Windows Internet Explorer 7 does not appear in the Add or Remove Programs you should:
1. Open Windows Explorer
2. Click Tools | Folder Options
3. Click the View tab
4. Make sure the radio button next to Show hidden files and folders is on
5. Click OK
6. Click Start, and then click Run
7. Type: %windir%\ie7\spuninst\spuninst.exe into the text box and click Enter

o uninstall go to the start menu > control panel > add remove programs > select windows Internet explorer and say uninstall then after that go to the windows home page and download the new version hope this helps

u can try downloading from net, u follow the steps for installation.
to reinstall goto control panel - add or remove programs.
a list will come ,from there select internet explorer and then remove

If you mean the application I.E. is slow and jerky then I would say your memory is not correctly allocated. If you mean to say that your internet connection is slow and jerky then you likey have adware on your PC, this is common and easy to get after a restore because you usually have an older version of I.E. and is more prone to adware and virus. Ideally, you should not attempt to connect after a restore until you have fully restored your Firewall and Virus Protection Software. And before connecting to download and update your system you should ensure that your I.E. privacy and security settings are med-high or better .. or better yet customized if you understand them. I had a friend that restored his PC while connected to the internet and in the process picked up so much adware/spyware that he had to restore a second time.

Start - Control Panel - Add/Remove Programs - On the left hand side Add/Remove window's components. - Uncheck the box for IE..- Restart Machine - Go back the same place..check the box and you are done.

You can uninstall it by using the uninstall tool in the Control Panel and you can re-install it withe the link in my sources. Just download it and run it.
