Everyone has intuition or what some call psychic ability. And you can develop your abilities even if you think you have none. Even science is supporting the inherit intuition claims. And it has a lot more to do with the divine than religion allows. Follow your interests.
Besides my own apprentice program there are plenty of teachers out there. Do searches for metaphysical teacher, metaphysical school, psychic teacher, psychic school, shamanism, to name a few. Hayhouseradio.com has plenty of well known guests in the field who also have workshops. Also plenty of links below.

Psychic ability is really a gift. One is usually born with it, like a 6th scenes. One can learn other things like reading tarot cards, reading palms, or doing white or black magic.
I do not really know of any schools which teach it.

Yes, I occasionally see ads for places like that. You could probably do a search, or check your Yellow Pages. Use caution if you go to one of these places--really check it out to be sure you are not being ripped-off. Maybe the Better Business Bureau would be the place to check, and I also think there's a website called "ripoffs.com"--or something like that.
