As mentioned here many times Google Earth has a free version that is very good but it is NOT!!! a live picture that you are looking at.

Get on to a space craft and hook on to internet and look at the earth from the window of the space craft.

Easy while your on the net, look out the window.....
And no google earth is not live, it can be years old

For this u should have some GPS & satellite link and be an authorised person . You mean a video conferencing mode of communication
