Hell no. Where I live everything roams free. Most people don't even have collars on their pets, let alone even house their pets or take them to the vet.
my dog is always inside (too hot for her) and I only take her off her lead if I know that there are no other animals around as she has been attacked before.

Yes! Its in the Ordinance, If you Walk your dog outside it must be on a leash or chain at all times unless you have a closed in yard that it can not escape. They also limit the number of cats and dogs you can have at one time which stinks if your a reliable animal owner, I can under stand that if you not a reliable owner and don't feed and take care of your animals but for those whos animal are well fed and never neglected, it should not matter on numbers.

Yes, they just voted it in here in Amarillo. They are saying there are too many pit bull attacks in this city. But, I have a pit and would never even dream of taking him out off lease.
