Of course there are countries that are not members of EU. For example Croatia, FYR Macedonia, Serbia, Montenegro, Switzerland, Norway, Ukraine, Russia, Turkey and Albania. Some of them have a status of " candidate " ( Turkey, for example ) and are waiting to be admitted. On the other hand there are countries that still haven't done all the things required by EU in order to get that status. And there are those who don't even want to be a part of EU since they are completely independent and don't need any union, those who won't do what the EU tells them, like Russia and Norway. They have power, wealth and a good system and that's why they are strong enough to exist outside the European Union.

all countries are in,maybe with the exeption of montenegro,who just became independent.
its possible that they are still in the proces,of getting accepted.
they voted for independance in kosovo,but at the moment they are still part of serbia.
