Really Difficult question here.

There are other taxes available.

Wealth tax
tariffs in export or imports
sales tax
property tax
capital gains tax

There's also the possibility of simply printing more money to pay for government expenses. (Which can lead to inflation unless certain other precautions are taken.)

It would never be eliminated completely, it would probably be made into some sort of other tax. For instance, in the U.S., people talk about a national sales tax, instead of the Federal, state, and city taxes. I don't know if it would able to be calculated exactly, but if it did happen, I'd guess that we'd still have to file some sort of form every year to keep track of where the money is. (I am not sure that this is right, but its my best guess)

I believe europe uses a value added tax (VAT)
