Try defragmenting your hard drive. I remonend PowerDefrag 1.82 or later. use the power defrag option to have it run a 2 stage defrag. Also I recommend 2 other freeware app to keeps tabs on your computer:
1. Saundra (Benchmark tool) with Saundra you can run tests on your hardware & software to see if you are experiencing issues and/or get tips on how to optimize you system for better performance
2. Motherboard Monitor (Temp monitoring) This app monitors the temperature of you processor and case. This app will tell you how hot your processor is running so you can determine if you need to get a better fan...

After the reformat, did you reload a ton of programs? also, is your fresh image of the drive defragmented and packed to the outer band of the drive?
Also, make sure you dont have ny memory resident viruses. and if you mean the internet is being slow for you, that wouldnt be an issue of the computer, rather the ISP.
use msconfig.exe to check and see if you have any unnecessary programs set to startup with windows. But know that I take no responsibility if you use msconfig.exe and accidentally essential files dlls or startup services needed to properly boot windows.
Possibly ask a techy person you know in person to disable unneeded startup programs for you?

Are you sure you reformatted or did you just install XP over a previous version? What file system are you using (FAT32 or NTFS)? This could be a sign of hard drive corruption.

well it looks like all your hardware should be fast enough. there are several things.
1. your harddrive may have errors on the disk causing it to be unreliable.
2. your ram could be going bad (if you bought cheap memory) i my self jad the blue screen of death because some memory went bad.
3. your power suply could be wornout.
4. the capacitors on your mother board could be going bad( this has also happened to me_
5. your virtual memory may be set to low.

Maybe your ego wants more power ( Speed)
Upgrade to 1GB of RAM.
Then make sure you get highspeed Internet... Make sure you DON"T use Norton security software because it slows down your computer extremely... Use MCAFEE
Message from Dell.

your specs look good, go to start/run/regedit/HKEYCURRENTUSER/Control Panel/Desktop and find HungAppTimeOut and change it from the default to 2200, what this does is increase the program response time, so they should load faster. also go out and grab ccleaner to tidy up your computer and get rid of the garbage on your computer

you need to do some investigation to find out what is hogging resources. for a start, check what processes are running with task manager.
